BOARD OF ASSESSORS
DECEMBER 12, 2005
Chairman Suzanne Roberge called the meeting to order at 6:30pm. Councilors present included Robert Gagne, Richard Clough, Michelle Kareckas, and Norma Tutelian. Town Manager Jeffrey A. Grossman and Assessing Agent Rosann Maurice were also in attendance.
Ms. Maurice explained the proposed policy regarding the voluntary merger of lots and the discovery of previously combined lots. She stated that the policy would provide for standardized procedures and a better way to track the actual number of lots. She also stated that it would aid in assigning fair & just values.
Mrs. Kareckas questioned the effect the policy would have on previously combined lots. Ms. Maurice explained that once discovered, she would notify the property owner and make the proper adjustments.
Mr. Clough inquired about policies other towns may use. He also asked if any zoning ordinance changes are required. Ms. Maurice explained that some towns allow voluntary mergers and some don’t. The zoning ordinance would not be affected unless the policy was incorporated into the ordinance.
Concerns were expressed regarding the acceptance of the policy without public notice and input.
On a motion by Mrs. Kareckas, seconded by Mr. Gagne, it was unanimously voted to accept the Assessors’ policy regarding voluntary merger of lots and discovery of previously combined lots.
Ms. Roberge clarified with Ms. Maurice that the Staple’s supplement tabled at the last meeting was already issued and no further action is necessary.
On a motion by Mr. Gagne, seconded by Mr. Clough, it was unanimously voted to adjourn the meeting at 6:57pm.
