Board of Assessor Minutes 08/08/05
BOARD OF ASSESSORS
AUGUST 8, 2005


Chairman Robert Gagne called the meeting to order at 6:35pm.  Councilors present included Suzanne Roberge and Michelle Kareckas.  Town Manager Jeffrey A. Grossman was also in attendance.  Richard Clough and Norma Tutelian were not present.


1. The Council reviewed the proposed tax rate of 13.30 per 1000.  Mr. Grossman stated that the valuation may be low.  Once an assessing agent is hired the valuation will be reviewed and some supplemental tax bills may need to be issued.

A brief discussion regarding the overlay ensued.  The proposed rate of 13.30 would include an overlay of approximately $125,000.  Finance Director Fern Houliares stated that in the past the overlay has averaged between 2% and 2.5%; the proposed overlay is 1.83%.  Mr. Grossman added that a higher overlay should be considered.  The overlay is not subject to LD1 restrictions; and combined with consistency in the tax rate will help with bond rating.

Ms. Roberge and Mrs. Kareckas both stated that they were not comfortable with setting a rate with two members missing.

On a motion by Ms. Roberge, seconded by Mrs. Kareckas, it was unanimously voted to table setting a rate until the following Monday.

On a motion by Ms. Roberge, seconded by Mrs. Kareckas, it was unanimously voted to hold a special Board of Assessors meeting on Monday, August 15th at 6:00pm.

2. On a motion by Ms. Roberge, seconded by Mrs. Kareckas, it was unanimously voted to sign the York County Assessors Return.

3. On a motion by Mrs. Kareckas, seconded by Ms. Roberge, it was unanimously voted to issue a supplemental tax bill to Thomas and Elaine Staples, Map 14 Lot 2 in the amount of $13,580 for partial removal of land from tree growth.

On a motion by Mrs. Kareckas, seconded by Ms. Roberge, it was unanimously voted to issue a supplemental tax bill to Lewis and Mary Prenney, Map 5 Lot 22C in the amount of $893.75.  The property had been incorrectly listed as being owned by the State of Maine.

Mr. Gagne adjourned the meeting at 6:55pm.
