BOARD OF ASSESSORS
May 23, 2005
Chairman Robert Gagne called the meeting to order at 6:30pm. Councilors present included Suzanne Roberge, Richard Clough, Michelle Kareckas, and Norma Tutelian. Town Manager Jeffrey A. Grossman and Assessing Agents Mike & Scott Marsh were also in attendance.
1. On a motion by Mrs. Kareckas, seconded by Ms. Roberge, it was unanimously voted to set the Town’s declared ratio at 100%, as recommended by the Assessing Agent and Town Manager, and sign the Ratio Declaration and Reimbursement Application.
Mr. Clough expressed his concerns regarding the difference in the State’s numbers and the recommended ratio. It was explained that the State uses sales figures that are at least 2 years old; and property values (due to sales) have been rising at a rate of about 10%-15% per year over the last several years.
Mr. Clough also questioned why values are not being continually adjusted to keep the ratio at 100%. Scott Marsh explained that the contract with MRI included continual updating of physical data; not continual updating of values. Generally, values in a given area are only adjusted if they are found to be out of line with the Town’s average.
2. On a motion by Mr. Clough, seconded by Mrs. Tutelian, it was unanimously voted to sign the 2004/2005 personal property abatement for Paul Hussey Corp. Inc (#H0225P) as approved by the Board of Assessment Review in the amount of $669.69.
3. On a motion by Mrs. Tutelian, seconded by Mr. Clough, it was voted 4-1 (Mrs. Kareckas opposed) to approve the 2003/2004 personal property abatement for Paul Hussey Corp. Inc (#H0225P) in the amount of $680.13.
ADJOURNMENT
On a motion by Mr. Clough, seconded by Ms. Roberge, it was unanimously voted to adjourn the meeting at 6:55pm.
